Summary - Passenger Service Integration Key to Metro Success

Drawing upon data from an intensive cross-sectional case study of 18 of the world’s major modern metro rail systems, it was clear that planning for urban transit service integration from the start was the key success factor for metro services in all parts of the world. Using case studies and examples, the paper illustrates how early and strategic identification of the passenger desire lines and use of the multi-modal transit network was built into the concept designs of successful new metro rail services. This increased their ability to meet project and patronage objectives.

By contrast, failure to establish the integration framework also impeded, delayed or damaged achievement of rail project objectives. As well as the physical design to facilitate integration, recognition of the operational requirements of all the modes in the passenger service network was a significant contribution to project success. The paper concludes with suggestions for how future metro rail projects may build integration success factors into their development process.
