Summary - Killing Some Camels in Unusual Places

It is a well known truism that a camel is a horse designed by a committee. Modern computing has introducedll known truism that a camel is a horse designed by a committee. Modern computing has introduced the use of cut and paste so that apparently very useful pieces of rail specifications can be copied from all over the world into a new specification incorporating “World’s Best Practice”. We are now at the stage where the horse is being designed not by a committee but by a camel.

This paper examines several such specifications written for heavy haul rail operations and considers several important aspects in comparison with the requirement to provide cost effective track operation balanced with the inherent risk of failure. The paper describes a process of obtaining better
